From what I've read, military chocolate is useful because it boosts morale and energy...but D-rations were meant for emergencies, so they didn't want them to taste good. They also needed them to not melt easily, and provide the nutrition and calories a soldier in the field would need.

[Sounds reasonable enough, right?]

The result was a chocolate bar that was more often discarded than saved for an emergency.
