EVIDENCE

Testing concluded in the special plane as of today. After cooperating with beings on several frequencies to determine the results, I'm confident that they reflect the plane's true nature without error. From now on, I'll be calling it the SG - Strangerground - following the naming pattern of other local planes of existence, the Realground (RG) directly above it and the Underground (UG) above that where the Reapers live and play.

For the most part, the SG follows the usual patterns we expect from parallel spaces. Those who exist in the SG can not see beings in the RG or UG, however the RG and UG can see them - just as the RG is visible to the UG but not vice versa. Psychs fired off in one plane don't affect the surrounding others, so the RG visitors of the mall can't perceive it when an esper (such as the Titled 'aliens' or a Player in the UG) uses their ability. I created a sigil on the roof to imprint a perception filter, I'll monitor the mall's CCTV and use that to hide anything else I don't want them to see. I confirmed it works by putting cat ears on all of the cashiers in the mall. Neither clerk nor customer had any idea it was happening, big success~!

One bad thing, the troubles that come with interplanar travel are another factor the SG has in common with the others. Everyone whose vibe I tuned from UG or RG to SG experienced significant losses in ability from the plane shift. With exception of the highest ranking espers, no powers work except for native psychs, and they still require the focusing pin - we’ve hidden them inside the alien’s cell phones so they can refine their Imagination. The only really concerning negative is the effects on Coco Atarashi, a support Reaper below officer rank. Though she can technically function here on this frequency, it's destabilized her Soul's code - I did confirm this is only in the shape her body manifests, and she's aggressively enthusiastic about helping us carry out our plan from here. If it’s even possible, it’ll take forever to find a permanent fix for this, for now allowing it and keeping my eyes on her is the best I can do.

I sort of get why she's like that, since after her original reality was swallowed up by the Ringleader Noise, it was another Angel who relocated her to his Shibuya prior to the "Incident." She's been way too curious for her own good ever since she met one of us, and that lead to me having to bring her to a place like this.... Well, at least surviving the trip between that many alternate universes shows her resilience, even if it was simpler with one of our help. She'll do anything to ensure the Noise boom doesn't claim more worlds, or that's what she always insists. I think, at least I hope I don't have to worry about her, since she's stubborn and won't say no anyway. So, for now she's staying on in her role as guide.

More importantly, the information I gathered has convinced me any aliens at the necessary esper rank will be able to use this plane. It’s possible that training their powers on a lower vibe could make them even stronger on the plane where it counts: the Game. I have to leave the rest to the Composer, so that’s it for now... I’ll keep in touch if there are any other issues.
