Arniel found one of the tools used by Kragenac. A tonal instrument called Keening.

Do you know what the Keening was used for?

I have an idea. Using a specific magical focal point, Keening can be used to strike it. The other items would have been used to enhance the effect it would have had on others. Said effect was intended be to...ascend to divinity.
But no one knows if that is what happened.

It does not necessarily mean that. Prophecies, I have found, are often both surprisingly literal, at times, as well as deliberately obtuse. The Last Dragonborn is clearly Alexis here, but we do not know if we are the Phantoms, or not. There are others here before us, and others still remaining. It is possible that this is something that happened already and we are witness to the aftermath.
