Paps...I know you consider all life worth protecting, and that's a good thing. Most of the time. But some people aren't open to negotiation. They'll do what they want, and all showing them mercy will do is give them a chance to stab you in the back a soon as you think it's over. Maybe the rank and file are just following orders, because they're scared of their boss, because they don't understand what they're really doing, or because they just don't understand why it's wrong. But the people who organized this...they have no excuse. And I can't let people who've tortured and killed innocent people, tormented Alexis, and tried to end the goddamn world off with a slap on the wrist and 'don't do it again'.
