Perhaps they were using it for something else. I know people use TP for makeup removal if they're out of cotton pads, or to stop the bleeding of shaving cuts, but that would still be done in the washroom, right?

I must admit I see no reason why you wouldn't.

The only reason I can see is if it got caught on something. Maybe it was left on the floor by someone else and the culprit stepped on it and tracked it out. Or the culprit themselves did that. Or like I said, it also could have been planted to make it look like Hexadecimal was in the bathroom.
