Nine times out of ten whoever's the torture-ee just says whatever shit they think will get the torture-er to stop...

It could have just been for cruelty - some people are like that, and are good at hiding it. Though I don't think anyone here is like Takaoka-sensei... More likely, the person in question didn't know the statistics about physical torture.

Or, if it was torture, maybe it wasn't for information. Maybe it was punishment for perceived wrongdoing.

Makima-san did suggest arm-breaking to stop that kind of thing, back in the first meeting.
